NCI makes the case — grounded in the Constitution and primary sources — for reforming how the United States defines and protects citizenship.
Mission
NCI works to restore the constitutional meaning of American citizenship. Our central objective is to end automatic birthright citizenship for the children of illegal immigrants and temporary visitors — restoring what we argue is the original understanding of the Fourteenth Amendment. The Supreme Court read the Amendment against that position in Trump v. Barbara (2026); we accept the ruling as binding and now pursue the goal through Congress and, ultimately, constitutional amendment — alongside conservative reforms to naturalization, election integrity, and immigration. We pursue that mission with rigorous research and organized advocacy.
How we work
Credible research is our foundation and reform is our purpose. Our positions are our own, but they are argued from the text and history of the Constitution and from primary sources — never from anonymous claims or unsupported assertions. Every article distinguishes reporting, analysis, and opinion, and everything we publish is designed to be citable.
Research earns the argument
Every page answers one question: what evidence supports this? We build credibility through transparency, and we turn it into influence through members and public education. Our long-term objective is not traffic — it is the standing to change the law.
Who we are
NCI was founded in 2026 by Bob Fergus, in the weeks after Trump v. Barbara closed the executive road and, for now, the direct judicial one — leaving the path that remains: Congress and the Constitution itself. It is a founder-led project — one person, building in the open, with everything published under the content standards on this page. As the organization grows, additional people will be introduced here, and its legal structure (a research-and-education arm and, later, a separate advocacy entity) will be set up with counsel and disclosed plainly.

- Who funds this?
- The founder, Bob Fergus, so far. NCI takes no donations today; paid supporter tiers will come later, and when they do, what the money funds will be published.
- What happens to my email?
- Briefings and action alerts — nothing else. We count supporters in aggregate only and never publish or share your name. See the privacy policy.
- Are you a nonprofit?
- Not yet. Incorporation and tax status are planned with counsel as the community grows; until then, no one should treat a contribution to NCI as tax-deductible, and we don’t ask for any.
- Is this legal advice?
- No. NCI publishes research and advocacy — clearly labeled as our own positions, with counterarguments — not legal advice.
